This is a Tom Kintz fly I believe he developed for Striped Bass but it would work very well on any thing that eats bait fish. On the variation I tie the collar is made from Finnish Raccoon and/or Arctic Fox which gives the fly a nice bulky head and lots on movement.

This fly cannot be shipped outside the US.
