The prototype of this fly was developed by Capt. Jim Ross. We were fishing for baby tarpon and they wouldn't hit any of our regular flies. Jim saw they were feeding on tiny minnows so we stripped a fly of hackle and used mono to tie it to a tiny bait hook. We proceeded to catch little 5 - 10lb tarpon with great success.
